A social housing provider may refuse to offer an applicant a unit if:
- The applicant does not meet the requirements of the building’s purpose. For example, a landlord of a seniors-only building cannot offer a unit to a non-senior.
- The social housing provider has reasonable grounds to believe that the applicant may fail to pay the rent in full or pay the rent on time.
- A co-op housing landlord believes the applicant can not or will not agree to perform co-op obligations that co-op members are required to perform in the development. If the co-op landlord believes the applicant can not or will not participate, the co-op may refuse the applicant housing.
- The social housing provider believes the applicant cannot live in a shared accommodation.
- The social housing provider has reasonable grounds to believe the physical characteristics of the unit are not suitable to the number, genders and/or ages of the household members.
- A member of the household has special needs, and the level of service required by the household is significantly greater or less than the level of service provided to the household.
- A member of the household was previously evicted from a social housing complex through an order of the Landlord Tenant Board based on an illegal act (N6 – Notice to End Your Tenancy for Illegal Acts).
If the social housing provider refuses to offer you a unit, you must be notified of the refusal in writing. You have the right to request a review of the decision to refuse to offer you a unit. Staff at the Central Housing Registry can provide information about how to obtain a review form and how to submit your request for review if you are refused an offer and you do not agree with the decision.
